Personally I wouldn't put Borges in that category. He wrote some poetry - I've read a bit of it - but it wasn't his main genre and isn't the main reason people read him. His way of writing was essentially essayistic, which suits prose forms better.
The Moon Papers is a little over 300 pages, i.e. "normal" novel length. It does switch perspectives a lot, which contributes to the feeling of fragmentation. If that's the sort of effect you like, it's worth giving it a try.
